In a joint statement by the two leaders, “Russia and the United States will continue to fulfill their obligations under the AbM and START arms reduction agreements and cooperate to accelerate Russia`s ratification of START II.” The two Presidents also reiterated their promise at their Helsinki Summit in March 1997 that talks on START III will start after the ratification of START II. Paragraph 1 contains several separate commitments which are at the heart of the START II Treaty. First, the requirement is that, by 1 January 2003 at the latest, each party must either have eliminated all its ICBM launchers, stationed and unstationed, to which more than one warhead is attached (including test launchers and training launchers), or transform them into ICBM launchers to which a battle head is attached. .
